Patrick Burns

Appointed on 25/09/2025

I am delighted to serve as a Trustee at Primary Learning Trust, bringing with me a broad background in management, local government, education, and community service. My professional journey spans over 25 years in management roles within Local Government, specifically in Children’s Services, where I gained extensive experience in leadership, governance, and service delivery for young people and families.

My Story

Alongside my local government career, I have contributed to a number of organisations dedicated to community development and education. I currently serve as Director of the Walsall Leather Skills Centre and have been a Trustee of Irish Community Services since 1986. My past roles include serving as a panel member on Local Authority Adoption and Fostering panels, and as Trade & Training Adviser and Company Almoner for a City Livery Company. I am also a Director of a Right to Manage (RTM) Company.

Educated at University College Dublin and The King’s Inns, I began my career in Planning before entering local government service. My key skills include interpreting complex legal and regulatory provisions, and I have a strong understanding of company and charity law, planning regulations, health and safety law, and human resource management.

Being part of the Primary Learning Trust's Board allows me to apply my knowledge and experience to support the school’s continued growth, governance, and commitment to delivering outstanding opportunities for every child.
